Recently, I got involved in a major eGovernance project with a state Government.  They are trying to roll out an enterprise wide transformation initiative across the state.  This is mainly an ICT transformation cutting across G2E, G2G, G2C and G2B categories of services.

It is interesting to note that the department is focusing on addressing change management as the major part of the project.  Recently a PMO (Project Management Office) has been setup with a composite team from department and external experts.  The major portion of the team is from change management and training experts, and few from technology side.  Such a composite team in PMO gives ownership to the department people and it does not become a consultant driven initiative.

We did a five day eGov understanding training for selected officers across the department locations in the state, and was quite excited to see the extent of motivation in the officers.  This set of officers were identified and the project ambassadors.  The impact was visible immediately when two of the officers did a major reengineering in their existing processes and could see the benefit for the farmers.

Employee/stakeholder impact assessment exercise is being done along with understanding the change readiness for the employees.

It is crucial to address change management as a focus agenda along with the project management.  ultimately it is the people who will make the project the success.
